BILL BROWN learning to learn about parent engagement in lifelong &lifewide learning
POLITICAL /PHILOSOPHICAL PERSPECTIVES
Legislative & policy frameworks as enablers in global/national / local levels
PHILOSOPHIC ORIENTATION /IDEOLOGY
The paradigm determines the questions asked, filters evidence considered and shapes the potential options for action.
As political leaders and activists have increasingly packaged almost every policy debate in terms of clearly defined ideological differences, party labels have become brand names, each standing for a distinct set of conservative or liberal positions. Partisan “elite cues” – as political scientists call them – cut down on the amount of information highly-educated and politically engaged Americans need to form an opinion about a topic, enabling strong Democrats and Republicans to bundle their opinions in an ideologically consistent direction across issues.A strong appetite for Transformation & Continuous Improvement by MATTHEW NISBET on Feb 14, 2013 • 9:10 amNISBET, M.C., MARKOWITZ, E.M., & KOTCHER, J. The public sector need to embrace the data that they have available and turn it into information and that information into knowledge. Analytics will enable the public sector to make the right decisions at the right time for the right people. Being able to use advance analytics to forecast demand is key to planning service delivery, resource and budgets- Guardian Leaders Network 22 Feb 2013 Elaine Drummond is head of public sector at SAS UK

SOME ASSERTIONS BASED ON A SYNTHESIS OF EVIDENCE CONSIDERED
1 The semantics of participation should enable parent engagement in formal learning institutions
2 The desire to provide public access to data in usable, understandable form is increasing- an element of parental choice of learning institution and their capacity to contribute to decision making on an equal footing.
3 The trade off balancing independence/accountability dealt with differently at Global levels ( Finland ;USA UK Australia National /state policy ideological divide with political parties )
4 The legislation/policy framework/guideline/protocol/practice cascade in top down change processes Vs the bottom up practice based evidence /local innovation or next practice approach/the single idea ( boot camps for adolescent offenders ?? )

"In the WA Health Department, there was concern about the health of a particular Aboriginal community in the far north. Indigenous people were consulted on their preferred health service, using ‘best practice’ methods of consulting with Aboriginal people. As a result of this input, a new health facility was built. At the launch, an Aboriginal elder called it, somewhat unceremoniously—
“a palace floating in a sea of shit”. Their health problem was the lack of sewerage, not medical facilities.
However, some agencies reported that, because of security restrictions placed on agency computer systems and internet access, they were unable to use social media to engage with stakeholders. In particular, staff could not access social media platforms such as Facebook, Google+, Twitter or online forums and blogs.
